“Given that Ukraine no longer has a human resource advantage, Russia’s strategy in 2023 could be to cut Ukraine’s human resources,” says Kofman. Western supplies of equipment will also serve only as a replacement for losses. The analyst notes that the offensive of the Armed Forces of Ukraine in the south is fraught with a number of difficulties.
